Booneville, KY- Howard Allen Moore Sr., age 86, died on Monday, November 9, 2020, at Thomson-Hood Veterans Home in Wilmore, Ky. Howard was born on April 26, 1934, in Ricetown, Ky. to Floyd Moore and Gertrude (Gabbard) Moore. Howard live most of his life in Owsley County. Howard joined the Navy, serving during the Korean War aboard two different naval ships. After leaving the Navy, Howard enrolled in Berea College, eventually transferring to EKU to complete his education. Howard served as mail carrier and Deputy Sheriff in Springfield, Ohio. Howard would return to Kentucky, applied, and was accepted in the Kentucky State Police Academy serving during the Pike Co. coal strikes. Howard was one of the first members of a new division created out of the KSP called D.O.T. later to be known as Vehicle Enforcement. Howard was eventually promoted to Captain and oversaw the London Post covering 26 different counties. In the late 70’s, Howard was selected by the Governor of Kentucky to fill out the term of Owsley County Judge Hamp Turner, where he ran successfully for Owsley County Judge Executive during the early 80’s and served another term. Howard was instrumental in securing funding for many projects at the time such as the Owsley County Nursing Home and the new Hwy 11, just to name a few. Howard served in many capacities while in politics which was his passion, working for multiple campaigns in the 70’s and 80’s to include Julian Carroll and Martha Lane Collins Governor races, Congressman Dee Huddleston, and Senator Wendell Ford. Howard used his connection in state government to help many Owsley Countians secure employment and promote funding long after leaving office. Howard was a Shriner, Kentucky Colonel, and former principal of the Owsley County Christian School affiliated with Sugar Camp Baptist Church which he was a member. Howard spent his later years as a service-connected disabled veteran often helping fellow veterans secure disability with the V.A. Administration. Howard also served as a Special Deputy for Powell County Sheriff Danny Rogers up until his return to Booneville. Howard loved his family, none more than his beautiful wife of 57 years, Mary Ann Moore, to which he is survived. Howard is also survived by 6 children (4 sons and 2 daughters), Sheila (JT) Mayes of Scoville, Ky., Howard Allen Moore, Jr. (Lanne Marshall) of Lancaster, Ky., Michael D. (Tanya Brewer) Moore of Vincent, Marjorie (Emery) Crawford of Beattyville, Ky., Robert (Ann) Moore of Brookville, Ohio, and David Moore of Lexington, Ky. Howard is also survived by one brother, OG (Velma) Moore, of West Palm Beach, Fl., and one sister, Peggy (Larry) Pierson of Sturgeon, Ky. Howard is proceeded in death by his father, mother, and one sister, Martha Moore. Howard is survived by 11 grandchildren, 3 great-grandchildren, and a host of nieces and nephews. Howard requested, in lieu of flowers, that donation be made to Sugar Camp Baptist Church. Howard loved the Lord and worked tirelessly in many different ministries in Owsley County, obtaining ordination as a Baptist Minister. Howard gave his life to the Lord and is now celebrating in his Heavenly home. Only graveside services will be held due to COVID 19 restrictions with full military honors on Friday, November 13, 2020 at 2:00 PM, with Brother Timothy Charlton officiating. The family will receive guests from 1:00 PM until time of service. The Booneville Funeral Home will oversee arrangements. Howard will be laid to rest in Shepherds Cemetery. Judge Executive Cale Turner, Audley Gay, Harold Terry, David Abner, Clyde Combs, Morris Gilbert, Greg Brewer, H.K. Goodwin, John Brewer, Powell Co. Sheriff Danny Rogers, and Larry Arnett.
